It is located right in the heart of Kuopio, between the City Hall and the Market Hall, surrounded by shopping centers and popular pedestrian streets.
The market is open not only to professional entrepreneurs but also to individuals who occasionally sell their goods. You can sell homemade baked goods or second-hand items, for example! Market stall prices start at 8 euros. The market supervisor will guide sellers to an available spot. The selling fee can be paid on-site with cash or a bank card.
Kuopio Market regulations
Kuopio Market Regulations define the general operating rules and practices for Kauppatori, Satamatori, and the breakwater's sales and event areas.
The regulations are supplemented by guidelines and announcements issued by the Market Committee, as well as instructions from the market supervisor. By operating within the market areas or on the breakwater, individuals commit to adhering to these regulations, along with any directives given by market personnel and authorities.
1.3 Purpose of the Market Regulations
The goal is to ensure that the Kauppatori and Satamatori remain lively marketplaces, enhanced by various events, performances, and activities. The market serves as an open meeting point for the people of Kuopio and as a tourist attraction, with the shared aim of maintaining its year-round appeal.
The market regulations establish common guidelines to ensure the market best serves the needs of various user groups, including:
- Market and city center visitors
- Local residents
- Merchants
- Event organizers
- Performers
These regulations, approved by the Kuopio Market Committee on April 5, 2024, apply to Kauppatori, Satamatori, the pedestrian street area bordering the market between Kauppakatu and Puijonkatu, and the breakwater’s event and sales areas.
2. Sales Hours
Opening Hours for Kauppatori
During the summer season (May 2 – September 30), the market is open for merchants Monday–Saturday from 7:00 to 22:00. During the winter season (October 1 – April 29), the market operates Monday–Saturday from 8:00 to 15:00.
Merchants independently decide on their Sunday opening hours. Vendors with daily rental spots can choose their own sales hours, but those with evening sales agreements must adhere to the shared operating hours:
Monday–Friday: 10:00 – 16:00
Saturday: 10:00 – 15:00
Sales activities at the market are weather-dependent.
Opening Hours for Satamatori
During the summer season (May 2 – September 30), Satamatori is open Monday–Sunday from 10:00 to 22:00.
Exceptional Hours

Inquiries regarding market operations and sales location payments should be handled within the supervisor’s service hours. Any tasks required outside service hours must be arranged separately and may incur additional fees (e.g., holidays, Sundays, emergency visits).
3. Pricing List
This pricing list has been in effect since April 1, 2024, and remains valid until further notice. It applies to Kuopio Market Square, the pedestrian streets surrounding the market, Satamatori, and the breakwater area. Prices include VAT of 25.5%.
5. Sales Locations
5.1 Daily Market Spaces and Evening Sales Agreement
Daily Sales Locations
The market supervisor assigns available sales locations daily.
Advance reservations are not possible; the supervisor designates a free spot for the vendor.
A contracted sales location may only be used by another vendor if the original seller does not arrive by the specified time.
A monthly sales location (minimum 1 month) covers participation in market events within that month but does not guarantee a permanent location during events. Event-specific sales maps are created separately.
Sales Tables
Market tables are primarily intended for selling handicrafts, food products, agricultural goods, and other small items.
Tables must not be moved without permission from the market supervisor.
Collapsible tables are available in the storage area, and sellers must transport, assemble, and return them after use.
Evening Sales Agreement
This agreement allows vendors to continue sales in the evening without dismantling their setup.
Vendors must follow an official agreement and operational guidelines set by the market operator.
The evening sales agreement includes obligations related to cleanliness, maintenance access, and operating hours.
If a vendor fails to comply with regulations, the market operator has the right to terminate the agreement.
The agreement form is available from the market supervisor.
5.2 Seasonal Sales Agreement
Seasonal Sales Locations
- Seasonal sales spots (more than 3 months) are granted by the market supervisor and must be applied for in writing.
The agreement only guarantees a permanent sales location for the duration of the seasonal contract.
- Sales locations do not automatically renew for the following year.
- Seasonal sales agreements can be made for one year at a time and renewed at the beginning of each year.
- Annual agreements take priority over seasonal contracts.
- Application forms must be requested and submitted to the market supervisor.
5.3 Long-Term Sales Agreements
The city-authorized market operator manages the allocation and sale of long-term market spaces within the city's market areas.
Annual Sales Locations
- Only annual agreements allow vendors to reserve a specific market spot for continuous, yearly use. Annual sales locations remain valid indefinitely, unless terminated.
- Vendors can suspend their agreement for the winter season (November 1 – April 30) without losing their spot, provided they submit a written termination request at least one month before their sales period ends.
- All annual sales agreements must be in writing.
- Termination notice for an annual contract is one month.
- The minimum duration for an annual agreement must be at least 6 months.
- Annual sales locations do not transfer in cases of business sales or similar transactions.
- Vacated or terminated annual sales locations are put up for public bidding and an open application process. Selection criteria and bidding procedures are determined by the Market Committee.
- Application forms are available from the market supervisor, and completed forms must be returned to the supervisor.
5.4 Competitive Bidding for Sales Locations
Night Grill Spots
- Kauppatori has one night grill sales location, while the pedestrian street bordering the market has three, and Satamatori has two.
- Night sales are not permitted in other areas.
- Night grill rental agreements are multi-year contracts.
- Sales locations do not transfer in cases of business sales or similar transactions.
- Vacated or terminated night grill locations are put up for public bidding and an open application process. Selection criteria and bidding procedures are determined by the Market Committee.
- The market operator is responsible for renting night grill locations.
Food Sales Locations
- Cafés, ice cream kiosks, restaurants, and other food sales locations are allocated according to the market's layout plan.
- Rental agreements for food sales locations are multi-year contracts.
- Sales locations do not transfer in cases of business sales or similar transactions.
- Vacated or terminated food sales locations are put up for public bidding and an open application process. Selection criteria and bidding procedures are determined by the Market Committee
Semi-Permanent Restaurant Sales Locations
- A limited number of semi-permanent restaurant sales locations are available at the market.
These locations are offered through multi-year rental agreements. Restaurants operating in these spaces may be permitted to serve alcohol.
- The market operator determines alcohol service rights based on guidelines confirmed by the City Planning Committee.
5.5 General Rental Terms for Sales Locations
- Sales location fees must be paid by the due date. If payment is delayed by more than two months, the sales agreement will be suspended until outstanding fees are paid.
- A seasonal sales location only guarantees a fixed market space for the duration of the contract.
Applicants must include the following documents with their annual or monthly sales location application:
- Tax debt certificate
- Proof of pension insurance payments
- Registration declaration for VAT liability
- All documents must be no older than two months
Sales locations will not be rented to vendors who have outstanding payments owed to the market operator, the City of Kuopio, or tax authorities, unless they have an active payment plan in place. Additionally, business partners involved in market sales cannot have unsettled debts with these entities.
Upon request, market vendors must present legally required documents proving their sales authorization.
- Sales locations do not transfer in cases of business sales or changes in sales equipment. Vacated or terminated sales locations enter public bidding and are allocated based on selection criteria outlined by the Market Committee.
- One key factor in vendor selection is the duration of the vendor's presence at the market, but additional criteria include quality of sales equipment and products, size of the sales location and the length of the sales season. The market operator makes final decisions based on applications and selection criteria.
- The same business or individual (including family members) may hold a maximum of two annual or seasonal market spaces along Kauppatori’s main walkway.
- Unless otherwise stated in the rental agreement or the Kuopio City Planning Committee's market regulations, the rental relationship follows the Land Lease Act (258/66), Chapter 5.
Exceptions in Market Space Usage
- Vendors must accept any necessary changes determined by the City Planning Committee or other authorities for traffic, street work, infrastructure, maintenance, or cleanliness improvements. Vendors must comply with any updates to market regulations, sales laws, or official guidelines.
- The market operator may temporarily relocate a sales space due to events, repairs, or other circumstances (e.g., fairs). Vendors must accept the designated temporary location. The rental provider is not obligated to compensate rent, relocation costs, or arrange an alternative space in such cases.
- If a tenant violates laws, market operator guidelines, rental terms, or market regulations, and continues to do so despite warnings and a formal notice, the Market Committee has the right to terminate the agreement, either temporarily or permanently. Before termination, the tenant must be given the opportunity to present their case.
Important Notices
- Gambling is prohibited at the market.
- Lottery vendors must present official authorization for their sales activities.
- Unauthorized sales without a reserved market spot are strictly forbidden at the market and surrounding regulated areas. Consequences for unauthorized sales include removal from the market area and a sales ban.
6. General Operating Regulations
Market vendors must comply with all laws, regulations, and official guidelines established by authorities in relation to their field. These include:
- Food Act (297/2021) and other food legislation
- Guidelines for Mobile Food Premises (Ruokavirasto - Finnish Food Authority)
- Maintenance and Cleanliness Act
- Public Order Act
- Road Traffic Act
- Environmental Protection Regulations
- Environmental Legislation
- Waste Act
- Safety Regulations
- Equality Act
- And any other laws or official regulations relevant to market operations and sales areas.
Dogs are allowed in Kuopio's markets during operating hours under the following conditions:
- Dogs must always be on a leash.
- Owners are fully responsible for their dogs, including cleaning up after them.
- Dogs are permitted in the general market areas, but individual vendors can decide whether their own sales space is dog-friendly. (Market Committee Decision, May 2, 2023)
6.1 Conduct and Operations
Market vendors must ensure that their conduct is professional, respectful of the environment, and considerate of customers and fellow vendors.
- Vendors must act politely and respectfully toward customers, other vendors, authorities, and market staff.
- Vendors and their staff must not appear intoxicated or behave in a disruptive manner at the market.
- Disputes between vendors must be handled outside market hours and out of view of customers. If a resolution cannot be reached, the issue will be addressed by the market operator and, if necessary, the Market Committee.
- Vendors must not provide false or misleading information about their products. Deceptive practices will result in loss of the sales location.
- Vendor behavior and actions directly impact their sales agreements and renewal eligibility.
6.2 Sales Hours
- If a vendor does not arrive at their market space by 8:00 AM, the location may be rented out as a daily sales spot.
- If a vendor is delayed, they must notify the market supervisor in advance via phone.
- Daily rental spots are assigned after 8:30 AM.
6.3 Sales Equipment Regulations
- Table spots may use clean and appropriate fabric canopies, but lightweight tarps are not allowed.
- Tent canopies must be suitable, intact, and clean.
- Tables, canopies, tents, and electrical devices must be safe and functional.
- Tents and canopies must be anchored to market-designated fastenings or secured with weights that meet official safety requirements. Weights must not obstruct pathways or create hazards.
- In stormy conditions, structures must be dismantled. Vendors are responsible for securely fastening their equipment and covering potential damages from breakage. Vendors must consider how different weather conditions affect their equipment's safety and durability.
- Personal fastenings cannot be installed on the market ground. Equipment must not damage the market surface.
- Vendors must ensure fire safety at their sales point. Vendors using open flames must have a fire blanket and handheld extinguisher at their stand.
- Emergency authorities, police, and the rental provider have the right to immediately remove any hazardous or illegal equipment, goods, or substances from public areas.
- Vendors are fully responsible for their sales stand, equipment, and insurance coverage. Those who cause damage must compensate the market operator, the City of Kuopio, customers, or third parties for any harm caused.
6.4 Sales Locations
- Rented market spaces, rental agreements, or portions of a sales location cannot be transferred or assigned to a third party.
- Market fees are charged according to rates approved by the Market Committee. Late payments incur interest as per the Interest Act.
- Vendors at Kauppatori and Satamatori must always report their sales location to the market supervisor and pay the appropriate fee. The market supervisor regularly inspects the market to monitor its operations and usage.
- Unauthorized selling is prohibited, and violations result in a sales ban.
- All equipment must remain within the vendor's designated sales space.
- The market supervisor ensures that vendors operate within their agreed-upon locations. If necessary, sales area boundaries may be marked, and all vendor-related equipment and products must remain within the assigned space.
- Vendors are responsible for preventing staining or damage to market surfaces from grease, oil, or other substances. If cleaning is required, the market operator has the right to intervene and charge the vendor for cleaning costs.
- Emergency access routes (main and crosswalk paths) must remain unobstructed. Vendors cannot extend their equipment, advertising stands, or other items beyond their assigned sales space or onto pedestrian streets. If additional space is needed, vendors must rent it from the market supervisor.
- Each vendor must clearly display their name and contact information (address and phone number) at their sales stand.
- Vendors must follow all instructions and guidance provided by the rental provider, market supervisor, authorities, or other relevant officials.
- The market operator has the right to relocate sales spots for events without compensation to vendors.
- Vendors must not leave sales booths, equipment, or other items at the market after operating hours without permission. The market operator may charge €100 per day for unauthorized storage, along with relocation costs. Vendors who violate storage regulations may receive a written warning for violating market rules. The market supervisor has the authority to remove unauthorized equipment left at the market or pedestrian areas, with costs charged to the vendor.
- Permanent, semi-permanent, and evening sales locations may be exempt from storage restrictions under a written agreement with the market operator. The agreement includes mandatory responsibilities for vendors, including operating hours, site cleanliness, and maintenance. If the agreement is violated, the market operator may terminate the contract immediately without compensation.
- Moderate use of background music is allowed as long as it does not disrupt other market activities.
6.5 Maintenance Driving and Parking Regulations
Maintenance Driving
Goods delivery and removal are allowed one hour before and one hour after market operating hours.
Parking a vehicle in the market area for setting up or dismantling a daily rental space is allowed for up to one hour weekdays: 9:00 – 17:00, saturdays: 9:00 – 16:00. All vehicles must be removed by 10:00 AM daily.
Necessary deliveries during operating hours must be completed quickly (max. 15 minutes) without disrupting traffic, other vendors, or pedestrian movement.
Parking or leaving vehicles in the market area is prohibited. The market operator and representatives must report illegal parking to parking enforcement authorities.
Vendors with maintenance vehicles may park only in designated areas with a paid parking permit, available from the market supervisor. The parking permit must be visibly displayed on the windshield. Failure to display or an expired permit results in a parking violation fine.
Winter Parking (October 1 – April 30): Vendors may park one personal vehicle at the designated market space (except during events). Market supervisor approval is required, and parking is only permitted if the vendor is actively selling at the market at that time. The vehicle owner is responsible for damage or contamination of the market or street surface.
Long-term parking or storing goods in vendor parking areas is prohibited. The city’s parking authorities have the right to remove unauthorized or unnecessary equipment at the owner’s expense.
Incorrect or unauthorized parking results in a fine. Overnight stays in the parking area are prohibited.
6.6 Food Sales Regulations
- Vendors selling or preparing food products in sales trailers, tents, or booths must ensure their business is registered in accordance with the Food Act.
- Food must be properly protected from moisture, dust, insects, birds, pests, heat, light, and other harmful elements.
- Food tents must have a roof and be enclosed on three sides. Market sales tables must be equipped with canopies or shading.
- Sales booths, canopies, and tables must meet the City Planning Committee's approved standards.
- Registered food vendors must inform Kuopio’s Environmental Health Department at least four days before beginning sales or catering operations at the market.
- Food vendors must also comply with the guidelines for mobile food premises issued by Ruokavirasto (Finnish Food Authority).
6.7 Alcohol Service Regulations
Alcoholic beverages may only be served in an officially approved alcohol service area where effective supervision can be ensured, in accordance with alcohol legislation.
Restaurant Alcohol Service Areas and Licensing
At Kauppatori and Satamatori, designated alcohol service areas have been established for restaurants.
The size of alcohol service areas is determined by the City Planning Committee. The market operator manages sales location bidding through an open application process, conducted at the end of each contract period.
Applications for an alcohol service permit submitted to the market operator must include:
- Company registration certificate
- Copy of the alcohol permit application sent to AVI
- AVI's official decision on alcohol service approval
- Self-monitoring plan
- Scaled floor plan (1:100 or 1:50) showing the layout of terraces and service tables
- Facade drawing or image
- Furniture description with details on materials and colors
- Other documents required by authorities
Alcohol Service Regulatory Oversight
Regional State Administrative Agencies oversee the serving of alcoholic beverages in their respective areas, primarily through inspection visits. Alcohol authorities have the right to enter and inspect alcohol service premises, examine operations, and review the necessary documents required for supervision. They are also entitled to receive any reports, information, and records essential for monitoring purposes. Additionally, alcohol authorities have the right to collect and obtain, free of charge, samples necessary for inspection. These inspections are conducted systematically at alcohol-serving establishments, often in cooperation with the police, Valvira, or other relevant authorities.
If the staff at an alcohol service establishment or retail location fail to maintain order, if there are significant violations of capacity, safety, or alcohol regulations, or if ensuring public order and security in the area requires intervention, the police may prohibit alcohol sales for the duration of the ongoing sales or service period. The licensing authority must be notified of such a prohibition.

The applicant for an alcohol service license is responsible for ensuring that the service is conducted professionally and in accordance with good market practices. They must also address any potential disturbances caused by the operation, both within the alcohol service area and the wider market. Additionally, the license holder is accountable for the legality of the alcohol service, obtaining all necessary permits, and complying with guidelines issued by regulatory authorities.

7. Electricity, Water, and Waste Management
Electricity
- The market supervisor bills electricity fees for sales locations monthly or as per agreement, based on estimated usage or sub-metering.
- For daily rental spots, charges are collected according to the market pricing list.
- During the winter season, electricity used for customer area heating is billed separately.
- Electricity users must ensure their electrical equipment is in good condition and safely protected, preventing any hazards or disruptions to the power supply.
- If a fault occurs in electricity distribution, the responsible party must cover any resulting costs.
- For safety, cleanliness, and winter maintenance, electrical cables must not be placed across sidewalks, main pathways, or crosswalk areas.
Water
- The market has four water points available for vendors (locations specified on the attached map).
- Water consumption is charged according to the approved rate and, if necessary, based on sub-metering.
- Wastewater must not be disposed of on the market grounds or into storm drains, as it can cause odor and health hazards.
Waste Management
- Market vendors must clean up and dispose of waste generated by their business, including flower and vegetable scraps, paper waste, receipts, utensils, etc. Waste must be removed from the vendor’s sales area and its immediate surroundings (at least 5 meters) at the end of the business day.
- Vendors using shared waste bins at the market, marketplace hall, or Apaja commercial spaces must sort waste properly.
Waste must be disposed of at designated collection points, including: general waste, cardboard, glass, metal and biowaste.
- Pouring grill fats or wastewater into storm drains is strictly prohibited. Vendors must personally remove grill fats, pallets, and discarded sales equipment from the market.
- Waste must not be left along the marketplace hall walls or outside waste bins.
If a vendor notices that a waste bin is nearly full or malfunctioning, they must immediately report it to Kuopio Parking Oy's customer service at +358 44 7185 155.
Written warnings are issued for waste management violations. Vendors who neglect waste responsibilities must cover cleaning and sanitation costs for any resulting damages. Repeated violations may lead to the temporary termination of the vendor’s sales agreement.
8. Markets and Events
8.1 Sales Locations
During markets and larger events, a specific pricing list applies for event or market sales locations. The annual schedule for market events is published at www.ilovekuopio.fi. Additional information regarding sales locations, schedules, and event arrangements can be obtained from the market supervisor.
Reserving a Sales Location
Vendors who regularly participate in sales markets receive an advance invoice for their market space approximately one and a half months before the event. By paying the invoice by the due date, the vendor secures their designated spot. Any remaining unreserved spaces from the advance invoicing process can be booked from the market supervisor starting on the first day of the market month.
Market and Event Pricing
The prices for electricity, sales locations, and parking vary by event. Vendors must check the pricing directly with the event organizer. Vendors also have the option to purchase a package that includes electricity usage at the marketplace and parking in an area designated by the market operator.
Parking
Market vendors can reserve paid parking for their vehicles in an area assigned by the market operator. The parking permit must be purchased from the market supervisor, and it is vehicle-specific. The permit must be clearly displayed inside the vehicle. Overnight stays in the parking area are prohibited, and parking enforcement monitors the site.
Security and Supervision
The market operator arranges night security for markets they organize. However, vendors are always responsible for their own equipment and goods. Vendors must properly secure their sales area overnight.
Sound System Regulations
The use of personal sound systems at markets is strictly prohibited.
10. Maintenance and Cleaning
The City of Kuopio is responsible for mechanical cleaning and upkeep of the marketplace according to the following schedule:
Summer Season (May 2 – September 30)
Kauppatori:
-Weekdays: Morning 5:00 – 7:00, Evening 19:00 – 20:00
-Saturdays: Morning 5:00 – 7:00, Afternoon 15:00 – 17:00
-Sundays: Morning 5:00 – 7:00, Afternoon 15:00 – 17:00
Satamatori:
-Summer Season (June – August, Monday – Saturday)
-Cleaning and waste bin emptying: Once per day
-Spring & Fall (April – May & September – October, Monday – Friday)
-Cleaning and waste bin emptying: Once per day
-Winter Season (November – March)
-Cleaning and waste bin emptying: Twice per month
Winter Maintenance (October 1 – April 29)
Kauppatori:
Winter maintenance at Kauppatori follows Street Maintenance Class 1 standards. Regular maintenance includes plowing and sanding of the central walkway, its edges, and crosswalk paths. Snow removal is considered additional work.
If necessary, anti-slip measures are applied beyond the designated walkway areas. The marketplace features a walkway heating system for snow and ice prevention. For the January Market, the entire area is cleaned and sanded.
Event organizers may request snow removal and sanding at their own expense if needed.
Satamatori:
No winter maintenance is provided. Event organizers may request snow removal and sanding at their own expense. Kuopio’s Urban Environment Services (KYP) is responsible for market maintenance and cleanliness.

11. Sanctions and Dispute Resolution
- If rent payment is repeatedly neglected (up to two times), the landlord has the right to terminate the agreement immediately.
- If a vendor, event organizer, or other operator repeatedly violates laws, market regulations, general operating guidelines, or oral/written warnings issued by the market supervisor, they may be banned from the market temporarily or permanently.
- Oral and written warnings may be issued by the Market Committee, market operator representative, market supervisor, or environmental health inspector.
- Removal from the market can occur after one oral and one written warning.
- Temporary sales bans can be imposed by the Market Committee. In cases of severe violations, the Market Committee may permanently revoke a vendor’s right to sell based on the market operator’s recommendation.
- Environmental health authorities can impose temporary bans or prohibit operations entirely under food safety regulations.
- Unauthorized parking in market areas may result in a parking violation fine.
If disputes between the landlord and tenant cannot be resolved otherwise, they will be settled in the Pohjois-Savo District Court.
